In 2015, Treatment Alternatives for Safe Communities (TASC), Heartland Alliance Health (HAH), the Cook County Sheriff’s Office, and the University of Chicago Health Lab came together to design and evaluate an intervention called the Supportive Release Center (SRC) for men with behavioral health disorders leaving the Cook County Jail (CCJ). The SRC was designed to be a safe place for men to go upon discharge from CCJ where they could stay for up to 24 hours and also get connected to long-term supports. Participants who were either unhoused or unstably housed were also offered Critical Time Intervention (CTI) services to help them get connected to the homeless services system. The evaluation found that CTI participants were more likely to be and more quickly connected to the homeless service system (primarily through Coordinated Entry assessments). In addition, CTI participants were more likely to be matched to supportive housing. This presentation will share evaluation outcomes, lessons learned from the implementation of this program, and the strengths of collaborations, specifically that between service providers and researchers and between the homeless service system and criminal justice system.
