Richard has over 20 years of both lived and professional experience. Richard serves as one of four Senior Policy Advisors that support the implementation of the Home Illinois Plan to end Homelessness, this dual reporting role is split between IL Department of Corrections (IDOC), and the IL Office to Prevent and End Homelessness (OPEH). Prior to this new role, Richard served as Senior Program Manager for more than seven years with the Corporation for Supportive Housing (CSH), where he co-led the Justice Sector work, and provided technical assistance to multiple systems nationally. Richard has extensive clinical experience leading teams at Heartland Health Outreach, and A SafeHaven Foundation, prior to joining CSH. He is the current chair of Chicago’s Continuum of Care (CoC)Finance committee, and a member of the Executive Board of Directors. Richard has served as the Chair of the (CoC) on three separate occasions. In 2023, he led the effort that established Chicago’s (CoC) Reentry Line of Action. Richard is a staunch advocate for People that have been impacted by systems of oppression. Richard is working towards his master’s degree.
