Reimagining Care: How California's CCE Expansion Program Embraced Small & Underserved Providers

This session will introduce the Community Care Expansion (CCE) program—a first-of-its-kind initiative that is setting new standards for inclusivity while expanding capacity in California's infrastructure and caregiving support systems to avoid unnecessary institutionalization and homelessness. The CCE program is uniquely designed to address the challenges faced by smaller and underserved care providers, offering them the resources needed to overcome barriers to participation and secure state funding. Our session will highlight the innovative strategies and collaborative efforts driving the success of the CCE program, including our unique award process, tailored technical assistance, and equitable regional allocation systems. Elevating one of our Tribal partners, Northern Circle Indian Housing Authority, a Tribally Designated Housing Entity administering affordable housing and community development programs, projects, and services on behalf of eight (8) Federally Recognized Tribes in Northern California. To share their experience, we will showcase how CCE empowers small providers and strengthens the overall framework of supportive housing throughout California by reaching historically underserved communities. Due to CCE’s unique award process, the Northern Circle Indian Housing Authority was able to successfully leverage a variety of state funding—including CCE—along with federal, local, and philanthropic contributions to provide shelter and permanent housing to individuals experiencing homelessness, expand affordable rental and homeownership opportunities, address substance use within the community, create recreational spaces, and empower Indigenous youth.
