Matt Rayburn joined the Indiana Housing and Community Development Authority (IHCDA) in 2007 and currently serves as Deputy Executive Director and Chief Real Estate Development Officer. In this role, he serves on IHCDA’s executive leadership team and oversees the agency’s Real Estate Development department which handles administration of capital funding and rental assistance programs including the Low-income Housing Tax Credit, Multifamily Tax-Exempt Bonds, Tax Credit Assistance Program, Indiana Affordable and Workforce Housing Tax Credit, HOME Investment Partnerships Program, HOME-ARP, National Housing Trust Fund, Indiana Affordable Housing and Community Development Fund, Ramp Up Indiana, Housing Choice Vouchers and related voucher programs, Section 811 Project Rental Assistance, Section 8 Performance Based Contract Administration, and Indiana Housing First programs as well as planning and training for the Indiana Supportive Housing Institute and other supportive housing initiatives. He is also the lead for IHCDA disaster recovery and is designated as the State of Indiana’s Disaster Housing Manager responsible for working with the Indiana Department of Homeland Security on planning and recovery efforts. Matt previously worked on former IHCDA programs including Community Development Block Grants, Community Development Block Grant Disaster Recovery, and the Neighborhood Stabilization Program.
Matt previously served as a board member and board chair for the National Association of Home Builders Housing Credit Certified Professional Board of Governors and now serves on that board’s Technical Advisory Group. He also serves as chair of the Indianapolis Housing Trust Fund Advisory Committee, a member of the Indiana Mental Health and Addiction Planning and Advisory Council, and as a Steering Committee member for the Back Home in Indiana Alliance, an organization dedicated to promoting affordable and accessible housing for persons with disabilities in Indiana.
Matt holds the HCCP, NCP-E, SCS, TCS, and TaCCs Low Income Housing Tax Credit program industry certifications and a B.A. in Political Science from Hanover College. He has completed training and certifications related to Fair Housing, HOME, CDBG, Section 8, rental housing development, supportive housing, and disaster recovery. Matt was honored to be awarded the 2020 Housing Credit Certified Professional Designee of the Year by the National Association of Homebuilders and to be named in the Novogradac Journal of Tax Credits as one of “the most influential people in affordable housing and community development in 2021.
